iSH exists to unite and champion Cumbria’s tech capability through the development of regional industrial clusters leading to inclusive economic growth. It is funded by Sellafield Ltd, through the Nuclear Decommissioning Authority, and is owned by Cumberland Council. It has developed three clusters so far, including a Robotics Cluster, a Manufacturing Cluster, and a Digital Cumbria Cluster.

Championing Cumbria’s Robotics Capability
The Cumbria Robotics Cluster aims to foster collaboration and innovation, drive growth, and position West Cumbria as a leader in robotics technology for challenging environments. Companies operating in the field of robotics with a base or employees in Cumbria are welcome to join the cluster. The Robotics cluster programme includes:
- Mapping and raising visibility of robotics capability within Cumbria
- Opportunity sharing and business development across nuclear and other sectors
- Promotion & showcasing – national and international
- Skills development and sprints
Championing Cumbria’s Manufacturing Capability
iSH has developed its Manufacturing Cluster in collaboration with the cluster’s anchor organisation, the Sellafield Manufactured Products Organisation (MPO), which procures the large containers for the management and storage of waste and other products required for long-term decommissioning activities.
The Manufacturing Cluster is focused on:
- Supporting the growth and promotion of the Cumbria Manufacturing Alliance (CMA)
- Helping to grow a more prosperous and resilient manufacturing supply chain for Cumbria
- Building bridges with customers across the nuclear industry
- Helping the manufacturing supply chain to diversify to other sectors

Digital Cumbria Cluster
Digital Cumbria – powered by iSH – is an established and growing network of employers, innovators and community partners working together to strengthen digital skills and digital transformation across the region. Led by iSH, the Cluster focuses on accelerating capability development, supporting innovation and creating accessible pathways into digital careers.
The Digital Cluster is focused on:
- Strengthening a digitally skilled and adaptable workforce for Cumbria
- Driving collaboration, research and innovation that deliver practical results for the regional economy
- Equipping educators with industry-aligned tools and training
- Showcasing Cumbria as a growing digital region by highlighting local capability and new facilities, such as LEVELs
